Approve the Minutes of the January 9, 2024 Regular Meeting of the City Council.

1. Adopt an Ordinance of the City Council of the City of Rocklin Approving a Development Agreement by and between the City of Rocklin and Elliot Homes, Inc. Relative to Highlands Parcel A Subdivision (Highlands Parcel A Development Agreement/ DA2023-0001).
2. Adopt an Ordinance of the City Council of the City of Rocklin Approving a Development Agreement by and between the City of Rocklin and Ronald M. Guntert, Jr., Terry M. Guntert, Celia Guntert Wedding, Karen Guntert Adams, and Christian H. Guntert, as Tenants In Common and Landowners Relative to the Vista Oaks Subdivision (Vista Oaks Development Agreement/ DA2023-0002).

1. Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Professional Services Contract for Engineering Services to Bennett Engineering Services, Inc. and Authorizing the City Manager to Execute the Agreement.
2. Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Professional Services Contract for Engineering Services to BKF Engineers and Authorizing the City Manager to Execute the Agreement.
3. Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Professional Services Contract for Engineering Services to De Novo Planning Group and Authorizing the City Manager to Execute the Agreement.
4. Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Professional Services Contract for Engineering Services to Dokken Engineering and Authorizing the City Manager to Execute the Agreement.

6. Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Professional Services Contract for Engineering Services to Helix Environmental Planning, Inc. and Authorizing the City Manager to Execute the Agreement.
7. Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Professional Services Contract for Engineering Services to LSA Associates, Inc. and Authorizing the City Manager to Execute the Agreement.
8. Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Professional Services Contract for Engineering Services to Mark Thomas & Company, Inc. and Authorizing the City Manager to Execute the Agreement.
9. Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Professional Services Contract for Engineering Services to Nichols Consulting Engineers, CHTD. and Authorizing the City Manager to Execute the Agreement.                                                                                                                                      

Adopt a Resolution of the City Council of the City of Rocklin Repealing and Replacing Resolution No. 2014-248, Approving the revised Personnel Rules, and Repealing and Replacing any Resolution in Conflict.

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Submit Claims for Transportation Development Funds.

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Execute an Agreement with Fusus, Inc.

1. Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute a Purchase and Sale Agreement by and between the Placer County Water Agency and the City of Rocklin. 
2. Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Execute Memorandum of Understanding by and between William Jessup University and the City of Rocklin.

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Purchase Goods and Services through Cooperative Purchase Agreements for Fiscal Year 2023/24.

Adopt a Resolution of the City Council of the City of Rocklin Approving Amendment No. 6 to the Contract for Services with Network Design Associates, Inc. (NDA) and Authorizing the City Manager to Execute Amendment No. 6.

Adopt a Resolution of the City Council of the City of Rocklin Approving the Second Amended and Restated Joint Powers Agreement for Pioneer Community Energy

Receive the Quarterly Building Report for the Quarter which ended December 31, 2023.

Adopt a Resolution of the City Council of the City of Rocklin Approving the Optional Renewal for an Additional Five (5) Years per Section 1.5 (C) of the Franchise Agreement.

(Sunset Hills Townhomes Fourth Time Extension / SD-2013-03, TRE-2013-04 and DR-2013-13).

Conduct a Public Hearing to Consider Testimony.

1. Adopt a Resolution of the City Council of the City of Rocklin of Annexation of Territory to Community Facilities District No. 1 (Annexation No. 88), Authorizing the Levy of a Special Tax, and Submitting Levy of Tax to Qualified Electors (Rocklin Burger King, APN 364-090-024-000).
2. Adopt a Resolution of the City Council of the City of Rocklin Declaring Results of Special Annexation Election, Determining Validity of Prior Proceedings, and Directing Recording of Amended Notice of Special Tax Lien Pertaining to Community Facilities District No. 1 (Annexation No. 88) (Rocklin Burger King, APN 364-090-024-000).

Conduct a Public Hearing to Consider Testimony.

1. Adopt a Resolution of the City Council of the City of Rocklin Approving a Mitigated Negative Declaration Of Environmental Impacts (West Oaks Apartments / ENV2022-0002).
2. Adopt a Resolution of the City Council of the City of Rocklin Approving a Tentative Parcel Map (West Oaks Apartments / DL2023-0001).
3. Adopt a Resolution of the City Council of the City of Rocklin Approving a Design Review (West Oaks Apartments / DR2022-0010).

Adopt a Resolution of the City Council of the City of Rocklin establishing an Affordable Housing Incentive Program for Qualified Affordable Housing Developments.
